In the fiscal year 2005, under the NSTDA policy to push forward and increase the potential of the country’s science and technology in response to the economic and social situation and need of the country, MTEC adjusted its operational strategy towards a program-based and integrative operation among the existing national centers under NSTDA, so as to be in line with the development of the major clusters.

2. Medical and public health industry
3. Automotive and transportation industry
4. Software, microchips and electronics Industry
5. Energy and environmental industry
6. Textile and chemical industry

            MTEC has set its operational plan for the fiscal period 2006-2010 to correspond with the NSTDA’s strategic plan. It will serve as a guideline for the operation of four sub-clusters, categorized according to urgency priorities as follows:

    The Strategic Sub-Cluster: the work/programs of which NSTDA aims to see concrete/substantial achievement within the 5-year strategic plan. They are programs of work which have the capacity and potential to be put in operation, supported, imported, and the products ready to be promptly delivered to targeted groups.

    The National Cluster: the work/programs according to the governmental policy to develop a network of the country’s 7 groups of industries, to which the NSTDA has a commitment to respond. It is to strengthen the potential of the sub-clusters for future strategies. NSTDA is committed to developing these groups by continually supporting and closely monitoring progress.

    Essential Programs: the work/programs which will be the foundation for future success, making the best use of available resources. They include research and development project/works in major technologies, project/works in technology transfer, strengthening external organizations, developments of infrastructures for service and consulting/consultations as well as problem solving, etc.

    Internal Management: the work/programs for developments within the organization aiming at effective and flexible administration/management, development of tools/mechanisms/ personnel for continuous improvement of technical and skills related matters.
