History

The National Metal and Materials Technology Center (MTEC) was established by the Cabinet Resolution on September 16, 1986 as a project under the Office of the Permanent-Secretary of the then Ministry of Science and Energy. Its main objective is to support research and development in metals and materials, which is vital to the expansion of industrial sector and the overall development of the country.

 

In 1991, MTEC became a member of the National Science and Technology Development Agency (NSTDA), Ministry of Science and Technology.
 

Vision

MTEC is Thailand’s specialized center in the field of materials science which aims to reach out to strategic alliances through research collaboration and other mechanisms in order to create knowledge and its application leading to sustainable development of the country.

 

Mission

To create and enhance capabilities in materials technology of both governmental and private sectors through R, D&E, technology transfer, HRD and infrastructure development in order to be a driving force behind the economic growth of the country.
 

Objectives

  1.  To promote and encourage R, D&E work for real world application which create greater economic and social impacts.
  2. To promote and support research collaboration with strategic alliances in both domestic and international context.
  3. To increase efficiency of resource use in terms of budgeting, human resources and infrastructure and to promote career development of personnel.
 

Operation Guideline

For the first 20 years, MTEC’s main roles were to provide funding support to metal and materials research of the country, to build capabilities of research personnel at their early careers and to support the initiation of infrastructure development. 
 
In 2005, in order to be in line with NSTDA vision, MTEC adjusted its operational strategy towards a program-based and integrative operation among the other three national centers under NSTDA in order to reach out to other research organizations, universities and private sector.
 

Strategic Plan

The 5th Strategic Plan (2012-2016) of National Science and Technology Development Agency 
MTEC’s strategic plan coincides with that of NSTDA’s which is prescribed by the Science and Technology Development Board. The plan emphasizes on conducting research with outputs of practical use that benefits the country’s economy and society.
 
 
 
MTEC operates under NSTDA’s mission. MTEC is committed to working with partners to conduct research with outputs which are of practical application. Current management direction is to maximize the uptake and practical application of the research output to create concrete economic and social impacts. On the other hand, as a material science research center, MTEC also commits to continually build capacity in both materials research and technological development in order to cope with an ever changing world.
 
Apart from the 5th Strategic Plan of NSTDA, MTEC has also set a strategic direction for each research unit and adjusted its operational management in order to achieve its objectives.

Principle Objectives
1. Support the economic and social impact assessment of research outputs. Objective 1 To maximize the uptake, and practical application of the research output to create concrete economic and social impacts.
2. Create an all-round research management system which includes the involvement of users from the beginning to technology transfer for collaborative research.
3. Improve design and engineering capabilities.
4. Build collaborative partnership with strategic partners to support platform technology management. Objective 2 To promote strategic partnership building with both domestic and overseas partners.
5. Build collaborative partnership with overseas partners to facilitate collaborative research and personnel exchange.
6. Create revenue generating capability (without being profit-oriented) 
7. Increase efficiency of budget spending.

Objective 3 To increase resource efficiency in terms of budgeting, human resource, infrastructure utilization and to support career path development process of personnel

 

8. Encourage research personnel to work with graduate students and postdoctoral researchers.
9. Develop infrastructure management system.
10. Support human resource development  according to human resource management system.
